The Platform

Four Commitments.

Zero Excuses.

Every plank of this platform is built around one principle: government should work for the people who pay for it. Here's exactly what Doug Ford will do as Mayor of Kawartha Lakes.

01

90-Day Building Permits

Cut the red tape. Get projects moving.

Right now, builders and homeowners in Kawartha Lakes can wait 12, 18, even 24 months for a permit decision. That's unacceptable. Every day a permit sits on a desk is a day housing doesn't get built, businesses don't open, and jobs don't get created.

The Commitment

Every permit application will receive a decision within 90 days — guaranteed.

How We Get There

  • Hire and train dedicated permit processing staff to clear the backlog
  • Implement a digital permit tracking system so applicants know exactly where they stand
  • Set binding 90-day service standards with accountability reporting to council
  • Fast-track approvals for affordable housing and small business applications
  • Penalize internal delays — departments that miss deadlines face budget consequences

Tax & Utility Freeze

Stop the bleeding on household costs.

Kawartha Lakes families are being squeezed from every direction — groceries, gas, mortgage rates. The last thing they need is their municipal government piling on with higher property taxes and utility hikes. It stops here.

The Commitment

Property taxes and utility rates will be frozen for the first full term — no increases, no exceptions.

How We Get There

  • Immediate freeze on property tax rates from day one in office
  • Freeze on water, wastewater, and waste collection rate increases
  • Review all utility contracts for savings and renegotiation opportunities
  • Redirect administrative savings directly to offset service costs
  • Publish a quarterly household cost impact report so residents can see the savings

Budget Overhaul

Accountable spending. Zero waste.

The city budget has grown year over year while services have stayed flat or declined. That's not a revenue problem — it's a spending problem. A full independent audit will identify where the money is going and where it's being wasted.

The Commitment

A full independent audit in the first 90 days, followed by zero-based budgeting for every department.

How We Get There

  • Commission an independent third-party audit of all city departments within 90 days
  • Implement zero-based budgeting — every department justifies every dollar, every year
  • Publish the full budget online in plain language so every resident can read it
  • Eliminate redundant management layers and consolidate overlapping programs
  • Tie senior staff compensation to measurable performance outcomes
  • Establish a Taxpayer Accountability Office to review spending on an ongoing basis

New Revenue Streams

Grow the city without taxing residents more.

A well-run city doesn't just cut costs — it finds smart ways to grow revenue without reaching into residents' pockets. Kawartha Lakes has enormous untapped potential: tourism assets, underused city properties, and a prime location for investment.

The Commitment

Develop at least three new non-tax revenue streams within the first term.

How We Get There

  • Launch an economic development office focused on attracting business investment to the region
  • Monetize underused city-owned properties through leases, partnerships, or development agreements
  • Expand tourism infrastructure to capture more visitor spending in the local economy
  • Pursue provincial and federal infrastructure grants aggressively — leaving money on the table ends now
  • Create a public-private partnership framework for city services and facilities
  • Develop a Kawartha Lakes investment prospectus to market the region to developers and employers
